Currently, importing LED lights is very difficult due to various management policies, but the lack of specific regulations leaves many LED import businesses hesitant, unsure which LED lights need to be compliant with regulations, which need energy efficiency testing (EIA) and energy labeling.
In the article below, I will help you understand which types of LED lights require energy efficiency testing and energy labeling. Please take a look:
LED lights are classified based on the minimum energy efficiency standards for the categories of vehicles and equipment required to have energy labels as stipulated in the regulations and implementation roadmap ( Decision No. 04/2017/QD-TTG ).
- Clause 1, Article 1 of Decision No. 04/2017/QD-TTG clearly states that LED lights are included in the list of vehicles and equipment that must be labeled with energy efficiency information and comply with minimum energy efficiency standards.
- Quoting point b, Clause 1, Article 2 of Decision No. 04/2017/QD-TTG regulating the roadmap for energy labeling implementation, it states: “Voluntary energy labeling shall be implemented until December 31, 2019 for: LED lamps and water heaters with storage tanks.”
=> This means that businesses are allowed to voluntarily conduct Energy Performance Testing of LED Lights and apply Energy Labeling to LED Lights until December 31, 2019. From January 1, 2020, businesses are required to conduct Energy Performance Testing and publish Energy Labeling for LED Lights.
Types of LED lights that are required to have energy efficiency labels from January 1, 2020.
Based on Decision No. 4889/QD-BCT , Article 2, Chapter I stipulates the energy efficiency testing standards for energy-labeled LED lighting fixtures as follows:
- TCVN 11844:2017 on LED Lamps – Energy Efficiency
- TCVN 11843:2017 Test Methods for LED Bulbs, LED Lamps, and LED Modules
A quote from Section 1 (Scope of Application) of TCVN 11844:2017 stipulates:
“This standard specifies energy efficiency levels for integrated ballast (module/driver) LED lamps with E27 and B22 bases and double-ended LED lamps designed to replace tubular fluorescent lamps with G5 and G13 bases, for general use, with power up to 60 W and a nominal voltage not exceeding 250 V. ”
- Therefore, LED lights eligible for energy labeling must meet the following three criteria:
- LED bulbs have one of the following bulb socket codes: E27, B22, G5, and G13.
- LED lights have a power output of up to 60 W.
- LEDs have a rated voltage of no more than 250 V.
If an LED light lacks at least one of the three criteria above, it will fall under the voluntary energy labeling program and will not be required to declare and affix the label.
