Sample approval for imported goods is a mandatory procedure for certain equipment and devices such as: electronic scales, vehicle scales, water meters, electricity meters, etc.

PROCEDURE FOR APPROVING SAMPLES :

– Step 1: Register for sample approval at the General Department of Metrology and Quality.

Step 2: Take the samples for testing at centers designated by the Ministry of Science and Technology.

– Step 3: Prepare a dossier to submit to the General Department of Metrology (including test results) for a decision on sample approval.

COMPONENTS OF THE APPROVAL FILE :

+ Application for approval of measuring instrument model .

+ Technical documentation for the sample.

The documentation must clearly state: the operating principle, the structural schematic diagram, and the user manual; the key structures affecting the main measurement characteristics of the sample; the location of the mechanisms for setting and adjusting the main measurement parameters of the sample; the location for affixing stamps, inspection seals, and other features, if any, on the sample; and the location of the mechanism or technical feature that prevents any impact that could alter the main measurement characteristics of the sample during use (in Vietnamese or English, or both).

+ A set of color photos of the model and a CD containing these photos.

The photo set includes: One (01) overall photo of the sample; photos of the front (the side showing the measurement results), back, top, bottom (if any), right, and left sides of the sample; individual photos showing information about the code, type, and main technical measurement characteristics of the sample; electronic circuit board (if any), operating keys; location of the product label of the sample, location of the stamp, inspection mark; locations of the seals on the sample; other parts that directly affect the main technical measurement characteristics of the sample.

The photographs must be of the same size, at least 100 mm × 150 mm but no larger than 210 mm × 297 mm, mounted or printed in color on A4 paper and bound into a booklet. The photographs must clearly and accurately show the main technical measurement characteristics of the sample and ensure the requirements for comparison, verification, and conformity assessment of the manufactured or imported measuring instrument with the approved sample.

+Commitment regarding the software program of the measuring instrument (applicable in cases where the measuring instrument is operated and controlled according to a software program).

+ A complete set of test results and sample evaluation documents.

In cases where a facility requests exemption or reduction of sample testing during the registration and approval process for measuring instrument models, the application dossier shall include documents related to the exemption or reduction of testing as prescribed.

+List of documents on the development and application of management and technical measures to ensure that measuring instruments are manufactured or imported in accordance with the approved design.
