Instructions for checking Certificate of Origin (C/O) forms AK and KV/VK on the system.

The General Department of Customs has just instructed the customs departments of provinces and cities to check the information of Certificates of Origin (C/O) mẫu AK, KV/VK on the "Electronic C/O Management System" transmitted through the National Single Window System.

The General Department of Customs' guidance is based on the Memorandum of Understanding signed between the Ministry of Industry and Trade, the General Department of Customs (Vietnam), and the General Department of Customs of Korea on the electronic origin data exchange system to facilitate the implementation of the Free Trade Agreement (EODES).

Specifically, regarding the declaration of Certificates of Origin (C/O) on the customs declaration form, customs officers instruct the declarant to fill in the C/O reference number (AK, KV/VK) and the issuance date on the import customs declaration form.

Specifically, for electronic customs declarations, the declarant shall enter the reference number and the date of issuance of the electronic Certificate of Origin (C/O) in item 1.68 - Notes section of the customs declaration form, following this structure:

In this context, AK refers to the AK-form Certificate of Origin (C/O) used to apply the preferential import tariff rate under the ASEAN-Korea Free Trade Agreement.

KV refers to a Certificate of Origin (C/O) issued by South Korea to apply preferential import tax rates under the Vietnam-Korea Free Trade Agreement.

VK stands for Certificate of Origin (C/O) form VK issued by Vietnam to apply special preferential import tax rates within the framework of the Vietnam-Korea Free Trade Agreement.

DDMMYYYY (8 characters) is the date the Certificate of Origin (C/O) was issued.

ZZZZZZZZZZ is the Certificate of Origin (C/O) reference number.

The General Department of Customs also noted that in cases where there are multiple Certificates of Origin (C/O), the information of each C/O should be entered consecutively according to the following structure:

In cases where a Certificate of Origin (C/O) is not available at the time of customs clearance and is submitted later, when the customs declarant submits the supplementary C/O, the customs officer will guide the declarant to perform the AMA (Post-Clearance Supplementary Declaration) procedure and declare the C/O information in the Notes section of the AMA declaration form according to the structure mentioned above.

In addition, the General Department of Customs also provides specific guidance on paper customs declarations; the receipt, inspection, and processing by customs officers; and the issuance of paper Certificates of Origin (C/O) in cases where the EODES system experiences technical errors and the C/O cannot be displayed on the Electronic C/O Management System.
