Import procedures for printers
What are the import procedures for printers? What are the policies governing printer imports? What is the HS code for printers? What is the import tax on printers? These are common questions businesses ask when they want to import this item. Below, I will briefly share the printer import process so you can understand how to import this product into Vietnam.
Printers are imported from many countries around the world, such as China, South Korea, Japan, etc. However, the import procedures for printers are similar in terms of process, documents, and HS code.
When going through the import procedures, printers are divided into two types:
- The procedure for importing printers requires a license.
- The procedure for importing printers does not require a license.
The procedures for importing printers are stipulated in the following documents:
- Decree 60/2014/ND-CP dated June 19, 2021
- Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018
- Decision 2479/QD-BTTTT dated December 29, 2017
- Circular 16/2015/TT-BTTTT dated June 17, 2015
- Circular 22/2018/TT-BTTTT, effective from February 13, 2019, stipulates the list of goods and equipment requiring import permits for printers according to HS codes (you can view the HS codes for printers here).
The list of printers that require an import license includes those listed below.
Based on Decree No. 60/2014/ND-CP and Circular No. 16/2015/TT-BTTT , and considering the printing technology, we can classify the types of printing machines that require import licenses. Specifically, the types of printing machines that require such licenses are:
+ Gravure, offset, letterpress, and flexo printing machines.
+ The printer has an integrated color document photocopying function; it's a color photocopier.
+ Printers utilize digital technologies. Typical examples include inkjet printers with a working efficiency of 50 A4 sheets per minute, and laser printers.
Thermal printers, 3D printers, and screen (silk) printers do not require import licenses .
Procedures for importing printers:
- Step 1: Prepare import documents, request the manufacturer to provide scanned copies of the documents in advance to proceed with the license application.
- Step 2: Once all the necessary documents are available, proceed to submit the application for an import license for the printing machine.
- Step 3: Complete customs procedures for the shipment.
- Step 4: Submit the necessary permits to the Customs office for customs clearance of the shipment.
