HOT PROMO / Sequence of steps for temporary import and re-export procedures.
Sequence of steps for temporary import and re-export procedures.
Sequence of steps for temporary import and re-export procedures.
===========================
Step one: It is important to clearly define the temporary import needs in order to choose the correct type of import and prepare the appropriate documents. Some basic requirements for this type of import include:
- Items are loaned out for product demonstrations (a contract is required, along with an email agreement specifying the loan period and purpose).
- Goods originating from Vietnam need to be re-imported for customer warranty service (a valid sales contract with warranty clauses is required).
- Goods intended for exhibition but will need to be re-imported (requires invitation letter, guarantee letter, lease agreement, etc. - depending on the case).
- Items are leased for a limited period (a lease agreement is required - clearly stating the lease term).
- Goods sent abroad for inspection, testing, and sample analysis (this type requires ensuring re-importation if the inspection passes/fails, or the tests meet/fail standards...).
Step two: After clearly identifying the goods as being imported temporarily and then re-exported, the following documents must be prepared:
- Repair contracts, warranty contracts, rental contracts... (as mentioned above)
- Commercial invoices are provided by the sender company. The value of the goods varies depending on the case; it can be 100% of the original value if the goods are newly purchased and unused or for exhibition purposes, or only 10-20% of the original value due to depreciation.
- Packing List
- Application for temporary import - re-export
- Temporary import declaration form
- Bill of Lading
Important note: The serial number, model, manufacturer, and country of origin must be clearly shown on the documents and match those on the goods. -> You may need to request photos before shipping to verify against the documents.
- The value of goods will not be subject to import tax for temporarily imported goods except in cases of temporary import under lease arrangements where a lease fee must be paid to the foreign party. Import tax will be calculated based on the lease fee and the HS code of the goods, as in normal import for business purposes. The goods will not be subject to VAT (this is important).
Step four: Customs clearance. This process is the same as for normal import procedures.
Step five: Monitor and ensure that the temporary import period remains valid. If the validity period is approaching and the goods are not yet ready for return, you must apply for an extension of the temporary import declaration.
The required documents for this process are: see here
After submitting the temporary import declaration, the customs officer at the branch office that opened the declaration will confirm on the declaration the extension period.
Step six: Assuming the goods are ready for re-export, this is when the officer needs to note the following points:
- Verify that the goods have been correctly imported (matching serial number, model, or specifications on the temporary import declaration).
After determining all the necessary factors, contact the relevant parties to book shipping and flight schedules to proceed with the re-export procedures for the shipment.
Book shipping schedules, flight schedules... Obtain the Bill of Lading or Air Waybill once the goods have been re-exported.
Step eight: Complete the re-import procedures for the shipment.
The following documents need to be prepared for re-export:
The re-export declaration form contains the same information as the temporary import declaration form and can be issued multiple times for the temporarily imported shipment.
