DECISION NO. 1103/QD-BCT ON REVOKING THE RIGHT TO ISSUING CERTIFICATES OF ORIGIN OF GOODS AUTHORIZED TO VCCI

1. Validity:
• The decision takes effect from April 21, 2025.
2. Main content:
The Minister of Industry and Trade decided to revoke the right to issue certificates of origin (C/O) and related rights previously authorized to the Vietnam Federation of Commerce and Industry (VCCI), including:
• Certificate of origin form A (C/O form A – GSP incentives).
• C/O form B.
• Non-preferential C/O forms according to the regulations of the importing country.
• Certificate of origin (CNM).
• GSTP sample C/O.
• Right to receive registration of certificate of origin codes for goods under the generalized preferential tariff regime (REX) of Norway and Switzerland.
3. Previous legal basis replaced:
• Decision No. 1234/QD-BCT dated April 12, 2018
• Decision No. 1076/QD-BCT dated April 3, 2020
• Decision No. 2795/QD-BCT dated December 16, 2022
4. The agency that replaces the right to issue C/O:
• From now on, the issuance of the above types of C/O will be directly implemented and managed by the Ministry of Industry and Trade (Import-Export Department).
5. Responsibilities of relevant parties:
a) Import-Export Department (Ministry of Industry and Trade):
• Notify importing countries and relevant domestic and foreign agencies of changes in C/O issuing agencies.
• Organize the issuance of C/O and registration of REX code smoothly, without interruption.
• Preside over the reception and handover from VCCI of documents and data related to the issuance of C/O.
b) Department of E-commerce and Digital Economy:
• Ensure that the data infrastructure on the electronic certificate of origin system (eCoSys) operates stably.
• Support for issuing electronic C/O and registering REX code according to new regulations.
c) VCCI:
• Completely stop issuing all types of C/O and registering REX codes from April 21, 2025.
• Support traders to change the place of registration for issuing certificates.
• Coordinate inspection and verification of the origin of issued goods within the authorized period (if required).
• Archive records and prepare documents for handover to the Ministry of Industry and Trade.
