What is a medical certificate?

Health Certificate (HC) is a document issued by a competent state agency for a business's products so that the business can export products to international markets.

Based on Circular 52/2015/TT-BYT regulating state inspection of food safety for imported food and records and procedures for granting certificates for foods, food additives, processing aids; tools, packaging materials, and food containers that want to be exported to international markets must have a Health Certificate issued by the Department of Food Safety of the Ministry of Health.

Conditions for export must ensure safety and satisfy the conditions

- Meet Vietnam's food safety requirements.
- Comply with food safety regulations of the importing country according to the contract or international treaty, international agreement on mutual recognition of conformity assessment results with relevant countries and territories.
- Certification for exported food
- The competent state agency of Vietnam that issues Health Certificates is the Food Safety Department of the Ministry of Health.

Procedures and processes for applying for HC medical certificate

• Required documents:

- Business license to register for the industry that requires production and export business
- Declaration file or Food safety certificate or processing contract if hiring another facility to process production, or commercial contract if the company is the exclusive distributor of the product.
- Test results of the batch to be exported (showing batch number, production date and expiration date)
- Product labels have full information (Product name, manufacturing date, expiration date, manufacturer information, ingredients, etc.).

• The application process is as follows:

- Access https://nghidinh15.vfa.gov.vn the information portal system of the Department of Food Safety - Ministry of Health to register a company account.
- After registering an account, the organization will upload and attach the profile to the Food Safety Department's information portal system.
- After completion, pay the fee and submit the application to the Food Safety Department.
- After receiving and waiting for processing. If the application is complete, a medical certificate will be issued according to the new 2021 form on the Food Safety Department system.
- If the application has not been approved due to procedural deficiencies, a letter will be issued requesting additional information. After the information is added, the application will be resubmitted to the Food Safety Department and await approval.
