Latest procedures for importing face masks.

There are two types of face masks: surgical masks and other types of masks.

For surgical masks

Surgical masks have the HS code 63079040.
+ Product policy: Circular 30/2015/TT-BYT dated October 12, 2015; supplemented by Circular 14/2018/TT-BYT dated May 15, 2018; Decree 36/2016/ND-CP dated May 15, 2016.

Accordingly, imported surgical masks must be classified as medical devices. The following are the steps for classifying medical devices in general, and masks in particular, for the purpose of importing masks.

Step 1: Prepare the application documents and submit them to the Ministry of Health.
Step 2: Wait for the application receipt confirming eligibility for medical device classification.
Step 3: Receive the results from the Ministry of Health.

Within 03 working days from the date indicated on the Application Receipt Form, the Ministry of Health is responsible for publishing the information on its electronic portal.

Please refer to Articles 8 and 9 of Decree 36/2016/ND-CP dated May 15, 2016, for more details on the procedure for applying for medical equipment classification. After obtaining medical equipment classification for face masks, import procedures will be carried out as with other regular goods.

For regular face masks:

+ Face masks usually have HS code: 63079090
+ Product policy: No special policy.

For regular face masks, import procedures are carried out as usual, with the process and documentation stipulated in Circular No. 39/2018/TT-BTC dated April 20, 2018, of the Ministry of Finance, amending and supplementing some articles of Circular No. 38/2015/TT-BTC dated March 25, 2015, of the Minister of Finance.
