Smart import procedures and RFID tags are governed by the following legal documents:

Circular No. 14/2015/TT-BTC dated January 30, 2015;
Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018;
Decree No. 69/2018/ND-CP dated May 15, 2018;
Circular 15/2018/TT-BTTTT dated November 15, 2018;
Circular 11/2020/TT-BTTTT dated May 14, 2020;
Decree No. 43/2017/ND-CP dated April 14, 2017;
Decree 128/2020/ND-CP dated October 19, 2020;
Circular 04/2023/TT-BTTTT dated May 31, 2023.

According to the above documents, magnetic stripe cards are not on the list of prohibited imported goods. However, for some types of magnetic stripe cards, importation requires a certificate of conformity and a declaration of conformity from the Ministry of Information and Communications.
