The procedures for importing various types of veterinary drugs are regulated by the following legal documents:

Veterinary Law 2015 No. 79/2015/QH13 dated June 19, 2015
Circular No. 24/2017/TT-BNNPTNT dated November 15, 2017
Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018.

Decree No. 15/2018/ND-CP dated February 2, 2018
Decision No. 583/QD-TCHQ dated March 22, 2019

According to the aforementioned legal documents, veterinary drugs are a conditionally imported item. To import veterinary drugs, an import license, a business license, and a veterinary drug circulation certificate are required.

Before importing veterinary drugs, you must first obtain an import license. It's not advisable to bring the goods to the border and then apply for the license, as the registration process takes a very long time. The marketing authorization certificate alone takes 6 months to obtain.
