Import policy for electronic circuit boards

The procedures and policies for importing electronic circuit boards are stipulated in the following legal documents:

• Circular 38/2015/TT-BTC dated March 25, 2015, amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018;
• Decree 69/2018/ND-CP dated May 15, 2018
• Decree No. 15/2018/ND-CP dated February 2, 2018;
• Decree 69/2018/ND-CP dated May 15, 2018
• Decree No. 43/2017/ND-CP dated April 14, 2017;
• Decree 128/2020/ND-CP dated October 19, 2020.

According to the above legal documents, electronic circuit boards are not on the list of prohibited imports. However, used electronic circuit boards are on the list of prohibited imports. When carrying out import procedures for electronic circuit boards, the following points should be noted:

• Used electronic circuit boards are not permitted to be imported;
• When importing electronic circuit boards, the goods must be labeled in accordance with Decree 43/2017/ND-CP;
• Identifying the correct HS code is crucial for determining the correct tax and avoiding penalties.
