POLICY ON IMPORTING RECYCLED PLASTIC PELLETS

The procedures and policies for importing plastic resins are stipulated in the following legal documents:

• Decree 187/2013/ND-CP dated November 20, 2013;
• Official document 8910/TB-TCHQ dated September 29, 2015;
• Official document 8662/TB-TCHQ dated September 23, 2015;
• Official document 7268/TB-TCHQ dated August 10, 2015;
• Decree No. 77/2016/ND-CP dated July 1, 2016;
• Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018;
• Decree No. 69/2018/ND-CP dated May 15, 2018;
• Notice 1119/TB-TCHQ dated February 27, 2019.

According to the above documents, recycled plastic pellets are not on the list of prohibited imports. However, the following points should be noted when importing this item:

• Accurately identifying the HS code for recycled plastic granules is extremely important;
• Goods must be labeled in accordance with Decree 43/2017/ND-CP;
• Identifying the correct HS code is crucial for determining the correct tax and avoiding penalties.
