Chemical import policy
The procedures for importing chemicals are regulated in the following legal documents:
• Circular 40/2011/TT-BCT dated November 14, 2011, Official Letter 3958/TB-TCHQ dated May 5, 2015,
• Official Letter No. 3959/TB-TCHQ dated May 5, 2015
• Decree 113/2017/ND-CP dated October 9, 2017,
• Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018
• Decree No. 69/2018/ND-CP dated May 15, 2018
• Consolidated document 10VBHN-BYT dated April 5, 2019.
According to the above documents, imported chemicals come in many different types, and each type requires a separate license. Imported chemicals must be declared to the Ministry of Industry and Trade. This declaration is considered as applying for an import license for that particular chemical.
