IMPORT POLICY FOR SKIN CARE CREAMS

When importing skincare products , you must first understand the import policy. The import procedures and policies for skincare products are stipulated in the following legal documents.
• Circular No. 06/2011/TT-BYT dated January 25, 2011,
• Circular 38/2015/TT-BTC dated March 25, 2015, amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018,
• Decree 69/2018/ND-CP dated May 15, 2018
• Circular 32/2019/TT-BYT dated December 16, 2019,
• Decree No. 43/2017/ND-CP dated April 14, 2017
• Decree 128/2020/ND-CP dated October 19, 2020.
According to the aforementioned legal documents, skin cream is not on the list of prohibited imported goods. However, when carrying out import procedures for skin cream, the following points should be noted:
• Skin creams must be declared as cosmetic products upon import.
• When importing cosmetics, the goods must be labeled in accordance with Decree 43/2017/ND-CP;
• Identifying the correct HS code is crucial for determining the correct tax and avoiding penalties.

Furthermore, for products bearing images or logos of well-known cosmetic brands that have registered international copyrights, you must have an authorization letter or written approval from the manufacturer allowing the import.
