IMPORT PROCEDURES FOR INDUSTRIAL DRYERS

Procedures for importing industrial dryers are specified in the following legal documents:

• Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by 39/2018/TT-BTC dated April 20, 2018;
• Decree No. 69/2018/ND-CP dated May 15, 2018;
• Decision 18/2019/QD-TTg dated April 19, 2019;
• Circular 01/2024/TT-BNNPTNT dated February 9, 2024;
• Decree No. 43/2017/ND-CP dated April 14, 2017;
• Decree 128/2020/ND-CP dated October 19, 2020.

According to the above legal documents, agricultural dryers are not included in the list of prohibited import goods. However, when carrying out procedures for importing agricultural dryers, there will be the following two types:

• Used (old) dryers must be inspected according to Decision 18/2019/QD-TTg when carrying out import procedures;
• When importing dryers, goods must be labeled according to 43/2017/ND-CP;
• Identify the correct HS code to calculate tax and avoid penalties.

Thus, only when carrying out import procedures for used agricultural dryers. Can both performance testing and quality testing be carried out at the same time. For new agricultural dryers, only import quality testing is required.

There are many other types of dryers not used for drying agricultural products such as: wood dryers, pulp dryers, paper dryers, etc. When doing import procedures for these types of machines, the only concern is whether the machine is new or old.
