PROCEDURES FOR IMPORTING PLASTIC SCRAP

Procedures for importing plastic scrap are regulated in the following legal documents:

• Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by 39/2018/TT-BTC dated April 20, 2018;
• Decree 69/2018/ND-CP dated May 15, 2018;
• Decree No. 15/2018/ND-CP dated February 2, 2018;
• Decree No. 43/2017/ND-CP dated April 14, 2017;
• Decision 73/2014/QD-TTg dated December 19, 2014;
• Decision No. 28/2020/QD-TTg dated November 15, 2020;
• Decree 128/2020/ND-CP dated October 19, 2020.

According to the above legal documents, plastic scrap is not on the list of prohibited import goods. When importing plastic scrap, the following points must be noted:

• Imported plastic scrap must have an import license;
• When importing plastic scrap, goods must be labeled according to 43/2017/ND-CP;
• Identify the correct HS code to determine the correct tax and avoid penalties.
