Import policy for diapers and baby wipes.
The procedures for importing adult and children's diapers are regulated in the following legal documents:
• Decree 187/2013/ND-CP dated November 20, 2013,
• Circular No. 37/2015/TT-BCT dated October 30, 2015
• Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018;
• Decree No. 69/2018/ND-CP dated May 15, 2018
• Decree 15/2022/ND-CP dated January 28, 2022;
• Decree 128/2020/ND-CP dated October 19, 2020.
According to the aforementioned legal documents, diapers are not on the list of prohibited imported goods. However, used diapers are on the list of prohibited imported goods.
According to Circular 37/2015/TT-BCT, diapers and baby wipes must be tested for formaldehyde and aromatic amine content before being released to the market.
