Cotton swab import policy

When doing the procedures to import cotton swabs, you must first understand the import policy of that item. The import policy of cotton swabs of all kinds is regulated in the following legal documents:

• Decree 195/2013/ND-CP dated November 21, 2013;
• Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018;
• Decree No. 69/2018/ND-CP dated May 15, 2018;
• Decree No. 43/2017/ND-CP dated April 14, 2017;
• Decree 128/2020/ND-CP dated October 19, 2020;

According to the above documents, cotton swabs are not on the list of prohibited imports. However, when importing this item, the following points must be noted:

• When importing cotton swabs, product labels are required according to 43/2017/ND-CP;
• Medical cotton swabs must be declared as medical devices.
• Identify the correct HS code to determine the correct tax and avoid penalties.
