IMPORT PROCEDURES FOR FABRIC BAGS, HANDBAGS

Procedures for importing fabric bags and handbags are stipulated in the following legal documents:

• Decree 187/2013/ND-CP dated November 20, 2013
• Decree No. 77/2016/ND-CP dated July 1, 2016
• Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by 39/2018/TT-BTC dated April 20, 2018.
• Decree No. 69/2018/ND-CP dated May 15, 2018
• Official dispatch 6313/TB-TCHQ dated September 25, 2020
• Decree 15/2022/ND-CP dated January 28, 2022

According to the above legal documents, it can be seen that cloth bags are not on the list of prohibited import goods. The import procedures for cloth bags will be carried out like other normal goods. As for used cloth bags, they are on the list of prohibited import goods.

• For some types of fabric bags printed with big brands such as: Starbucks, Coca Cola, Nestle..., there must be authorization or import confirmation from the company or the company's representative office. When importing this item, the following points must be noted:
• Used handbags are prohibited from import;
• When importing retail, goods must be labeled according to 43/2017/ND-CP;
• Identify the correct HS code to avoid tax errors and avoid penalties.
