HS Code and Import Tax

Desktop computers have two different HS codes depending on their intended use: code 84714110 for personal computers and code 84714190 for industrial computers. Both of these are subject to regular import duty and VAT of 5% and 10% respectively, while the preferential import duty is 0%.

Import documents

The necessary documents include commercial invoice, bill of lading, sales contract, certificate of origin, packing list and product technical documentation.

Legal regulations

Legal documents from the Ministry of Information and Communications and the Ministry of Industry and Trade clearly stipulate import procedures. Circular 02/2024/TT-BTTTT and Decision 14/2023/QD-TTg refer to regulations on quality and energy efficiency testing.

Import and certification procedures

There are five basic steps in the import and certification process for desktop computers:

1. Register for quality inspection :

Submit application to the Department of Telecommunications, including import documents, product catalog, and inspection registration form.

2. Open customs declaration :

After completing the inspection registration, the documents need to be transmitted together with the customs declaration.

3. Product testing :

Tests include radio reception, EMC, electrical safety and energy efficiency testing.

4. Certificate of conformity :

Request a certificate of conformity and self-assessment of conformity for applicable technical regulations.

5. Declaration of conformity and self-assessment of conformity :

After receiving the certificate, proceed to declare conformity at the Department of Telecommunications and affix energy labels (if necessary).

Products that do not have a radio transmitter function do not require a certificate of conformity but still require a declaration of conformity and quality inspection registration. Industrial computers, although not "Desktop Personal Computers", may require similar procedures if used as a regular desktop computer.
