Latest procedures for importing computer hard drives and servers

Hard drives (HDD and SSD) are important components in every IT system – from personal computers, servers to data centers. With the growing demand for storage, the number of hard drives imported into Vietnam is constantly increasing. However, import procedures are not simple: a small mistake in HS code classification, document preparation or labeling can cause the shipment to be delayed in customs clearance, incur additional costs, or even be refused entry.

1. Classify hard drives according to condition and purpose of use

  • 100% new hard drive: Allowed to be imported normally, just need to comply with customs procedures.

  • Used hard drives: Included in the list of prohibited imports in Vietnam.

  • Exceptions: There are about 10 special cases that are allowed to import used IT equipment, according to Decision 18/2016/QD-TTg, Decision 31/2019/QD-TTg, Decree 69/2018/ND-CP and Circular 11/2018/TT-BTTTT. These cases require an import license from a specialized management agency.

In addition to condition, hard drives can also be classified by purpose of use: portable hard drives (external HDD/SSD) , hard drives installed in computers , and hard drives specialized for servers or network devices . Each type will have different technical requirements and documents when imported.


2. HS Code of HDD and SSD

Correctly identifying the HS code is a key factor, affecting tax rates, customs inspections and even determining customs clearance.

  • 8471.70 – HDD (Hard Disk Drive): Magnetic disk storage device.

  • 8471.80 – SSD (Solid State Drive): Semiconductor storage device, does not use magnetic mechanism.

This classification is unified globally according to the WCO's 6-digit HS standard. When entering each country, the code can be extended to 8-10 digits, but the principle of distinguishing HDD and SSD always remains the same.


3. Hard drive import profile

A complete application usually includes:

  • Sale Contract.

  • Commercial invoice (Invoice).

  • Packing List.

  • Bill of Lading.

  • Certificate of Origin (C/O) – to enjoy tariff preferences.

  • Import license or certificate of conformity (if applicable).

  • Application for license for used hard drives (if applicable).


4. Customs procedures in Vietnam

Enterprises must make electronic declarations via the VNACCS/VCIS system. The system will then classify:

  • Green lane: Immediate clearance, no inspection.

  • Yellow stream: Check paper records.

  • Red channel: Physical inspection of goods.

After sorting and checking, the enterprise fulfills its tax payment obligations (import tax, VAT, or special consumption tax if any), then completes the procedure for receiving the goods.


5. Regulations on product labeling

According to Decree 43/2017/ND-CP and Decree 111/2021/ND-CP , all imported hard drives must have labels in Vietnamese before being circulated. The label can be printed directly or affixed with an additional label. Minimum required content:

  • Product name (eg: 512GB NVMe SSD).

  • Name and address of responsible organization/individual in Vietnam.

  • Origin of goods (Made in …).

  • Basic specifications: capacity, communication standard, voltage...

Missing or incorrect labels may result in administrative penalties or even suspension of circulation of goods.


6. Strategic notes for business

  • Stay up to date with the law: Import regulations change frequently.

  • Take advantage of tax incentives: Prepare C/O to enjoy low tax rates under FTAs.

  • Minimize risk: Work with a reputable consultant to identify the correct HS and prepare valid documents.

  • Internal standardization: Build import SOPs to reduce individual dependence, optimize processes and costs.
