Smart Cards and RFID Tags

Smart card : Also known as chip card or integrated circuit card, widely used from SIM cards, ATM cards, to ID cards and access control cards.
RFID identification card : Uses RFID technology to identify objects, does not contain civil codes, and usually does not require a cryptographic import license.

HS Code and Import Tax Rate

HS code : 85235200, applies to smart cards.
Normal import tax : 5%, Preferential import tax: 0%, VAT: 10%.

Specialized inspection policy

Smart cards like credit cards and bank tokens: Requires civil cryptographic license.
RFID cards, phone SIMs and RFID labels: No civil cryptographic license required.
Active RFID tags (with power supply): Must be quality tested and certified according to the Ministry of Information and Communications.

Import procedures

Prepare documents: Including invoices, bills of lading, purchase contracts, certificates of origin, and technical documents.
Register for quality inspection: Performed at the Department of Standards, Metrology and Quality.
Testing and certification of conformity: For active RFID tags.
Customs clearance and import: After completing the necessary documents and procedures.

Special Note

Active RFID tags: Need to check the frequency of use in accordance with the regulations of the Ministry of Information and Communications.
Smart Cards: For cards with security functions, a civil cryptographic license is required.
