WHICH TYPES OF PRINTERS REQUIRE IMPORT LICENSES IN 2025?

Types of printing equipment and printers that require an import license:

According to current regulations, Clause 1, Article 27 of Decree 60/2014/ND-CP states:

Import printing equipment

1. The following printing equipment must have a license from the Ministry of Information and Communications when imported:

a) Film recording, zinc recording, printing plate making machines;

b) Printing machines using digital, offset, flexo, gravure technology; screen printing machines;

c) Paper cutting machine, book folding machine, book binding machine (steel binding or thread sewing), cover inserting machine, combined horse riding machine, combined production line for finishing printed products;

d) Color photocopier, printer with color photocopy function.

==> Thus, in the above cases, the importer must have a license from the Ministry of Information and Communications.

Amending and supplementing a number of articles of Decree No. 60/2014/ND-CP dated June 19, 2014 of the Government regulating printing activities.

5. Amend and supplement Article 27 as follows:

“Article 27. Import of printing equipment

1. Before importing printing equipment specified in Clause 5, Article 2 of this Decree, importing organizations and individuals must declare to the Ministry of Information and Communications according to the provisions of Article 28 of this Decree (except for inkjet printers, single-color or multi-color laser printers with a printing speed of 60 sheets/minute (A4 size) or less or with a printing size of A3 or less and dot matrix printers).

2. Import criteria for printing equipment are as follows:

a) For printing equipment specified in Point a, Clause 5, Article 2 of this Decree, the age of the equipment shall not exceed 10 years;

b) For printing equipment specified in Point b and Point c, Clause 5, Article 2 of this Decree, the age of the equipment shall not exceed 20 years;

c) For printing equipment specified in Point d, Clause 5, Article 2 of this Decree, the age of the equipment shall not exceed 03 years.
