Ahead of New USTR Port Fees, COSCO Pledges to Maintain Stable Service in U.S. Market

Ahead of new U.S. port fees taking effect, COSCO SHIPPING Lines issued an official announcement this past week (on September 16) to inform and reassure its customers regarding its services in the U.S. market.
In the advisory, COSCO referenced the statement published by the United States Trade Representative (USTR) on April 17, 2025, under which the U.S. will begin to assess port service fees on ocean transport services provided by Chinese vessel operators and owners, as well as operators using China-built vessels, effective from October 14, 2025.
COSCO SHIPPING Lines stated that while the port service fees may pose certain operational challenges, the carrier remains confident in its ability to ensure stable and reliable services in the United States. The company is committed to maintaining stable capacity deployment and service quality, continuously providing reliable, safe, and high-quality logistics solutions.
At the same time, COSCO said it is proactively enhancing its product portfolio to meet the evolving needs of the U.S. market and will maintain competitive freight rates and surcharges, along with related policies that align with market conditions.
The announcement also emphasized that COSCO SHIPPING Lines has been deeply engaged in the U.S. market, strictly complies with all applicable U.S. laws, regulations, and policy requirements, and has always been a reliable partner in promoting U.S. import and export trade.
Looking to the future, COSCO affirmed that it will demonstrate resilience and determination, with a commitment to service excellence and value delivery as it continues to serve the U.S. market. Finally, the carrier extended its sincere gratitude for its customers' continuous trust and support.
