Port of Los Angeles intends new plans for empty container fees
The Port of Los Angeles now intends to begin charging shipping lines for empty containers that stay at ports for nine days or more.

Following the previous announcement of the implementation of the Container Dwell Fee, the Port of Los Angeles intends to begin charging shipping lines for empty containers stay at ports from nine days or more.
According to the Port of Los Angeles, the charge is subject to approval by the Los Angeles Harbor Commission, which will go into effect January 30, 2022.
Under this policy, shipping lines will be charged $100 for each empty container kept at the dock for 9 days, increasing by $100/empty container per day until the container leaves the port.
The Los Angeles Harbor Commission will review the program at its board meeting on January 13. If approved, implementation of the fee will be decided by chief executive Gene Seroka.
“While we have seen significant success reducing import containers on our docks the past two months, too many empty containers are currently sitting on marine terminals,” said Seroka.
The Port of Los Angeles announced a similar program on October 25 for backlogs of imported containers, but it delayed issuing the rate because imported containers held for more than nine days were reduced by 53. % as of October 24th.
Geroka explains: “Just like the import dwell fee, the objective with this empty container program is not to collect fees but to free up valuable space on our docks, clearing the way for more ships and improving fluidity." While any fees collected from cargo in storage will be reinvested to improve efficiency, speed up freight movement, accelerate cargo velocity and address congestion effects.
