US Airfreight Forwarders Warn of Cargo Backlog Risk Amid Prolonged Government Shutdown
The U.S. Airforwarders Association (AfA) is warning that a prolonged government shutdown could lead to staffing shortages at critical agencies like the TSA and CBP, risking cargo congestion and supply chain disruptions.

The U.S. Airforwarders Association (AfA) has expressed its disappointment over the ongoing Federal Government shutdown, warning that the situation could create cargo backlogs and disrupt the supply chain.
Last week, Congress was unable to reach an agreement to end the shutdown, meaning millions of federal employees will not be paid. There are concerns that absenteeism could rise if essential staff at the Transportation Security Administration (TSA), Federal Aviation Administration (FAA), and U.S. Customs and Border Protection (CBP) do not receive their paychecks soon.
"Air cargo depends on a functioning federal government,” said Brandon Fried, Executive Director of the Airforwarders Association.
“TSA, FAA, and CBP employees are showing extraordinary dedication in difficult circumstances, but they cannot be expected to continue indefinitely without pay.”
“Congress must find a way forward to end the shutdown, pay these essential workers, and restore confidence in the system that keeps goods and commerce moving.”
The AfA said TSA personnel are responsible for screening cargo and that CBP employees "play a critical role" in processing import and export customs procedures.
"Reduced staffing will slow these operations, creating backlogs that damage supply chains and the wider US economy," the AfA stated.
The association added that FAA staffing shortages could disrupt flight schedules and affect the efficiency of domestic and international air routes.
The AfA said it will continue to monitor the situation closely and stands ready to work with policymakers to reach a solution that "safeguards the stability, safety, and reliability of America’s air cargo network."
The government shutdown began on October 1 after Republicans and Democrats failed to agree on a new spending plan. It is the first shutdown in over seven years. Although essential roles like air traffic control and customs will continue to operate, there could be delays in certifications and approvals for new routes, while the furloughing of support staff could impact many other areas of the aviation industry.
